Position overview

This position is responsible for the technical delivery of the ONSM Flood team’s 24/25 capital sustainment program of work. It is within the Observing Networks Service Management (ONSM) Flood team in the Observing Systems and Operations business unit (OSO). Sustaining critical Bureau owned flood network assets from a centralised team will ensure the standardisation of assets across the country and allow for a streamlined project delivery model.

We seek a suitably qualified and experienced project delivery technician with specific flood network, radio alert, or hydrography instrumentation and installation skills. The role will undertake workshop instrument preparation, field installation, and commissioning activities for 40 flood network station upgrades across Australia. The majority of project activities are in Tasmania and South Australia. Upgrades include various complexities of work at the Flood Warning Network (FWN) radio repeater, river level, and rainfall stations.

The successful candidate will be based in any capital city or Cairns and must work regularly at one of the Bureau’s National technical workshops. The role is hands-on, and the candidate will be required to spend considerable time preparing equipment in a technical workshop and undertaking installation and commissioning activities at field locations around the country.

The position will be reporting to the Project Manager (Flood Sustainment) and be within the Observing Systems and Operations/Flood Warning Networks team. The position will work closely with technical flood warning technicians and contractors to ensure the successful delivery of sustainment projects.

Role Responsibilities

The responsibilities of the role include but are not limited to:

Project management, planning and tracking: Assisting the project manager in monthly tracking and reporting of project status, issues, risks, budget and benefits across FWN sustainment projects.
Project delivery: workshop instrument preparation and programming of loggers, field installation tasks, coordinating with contractors and the commissioning of completed projects.
Logistics and procurement: Assisting in procuring field installation services, infrastructure, and specialised FWN equipment to ensure the completion of the sustainment activities. Receipt, assembly and distribution of equipment nationally to ensure project delivery goals.
Asset and Data Management: Updating new asset information into the Bureau’s Enterprise Asset Management System (EAMS) and other systems upon completion of works.
Cross-team Coordination: Liaise closely with teams in the Bureau to ensure effective coordination between stakeholders of the FWN.
Workplace Health, Safety and Environment: Comply with Bureau WHS procedures, support Bureau WHS initiatives, and keep your knowledge current and aligned with the industry state of knowledge for your role. Assist in managing environmental compliance for flood warning stations, including development of Environmental Management Plans

Selection Criteria

Skills and experience
• Familiarity with Flood Warning or Hydrological monitoring infrastructure, technology, equipment and data management systems.
• Experience in maintaining and operating Flood Warning and/or Hydrography networks.
• Programming and field installations of ELPRO ALERT Devices, Campbell Scientific Loggers, Kisters TBRGs / Water Level Bubblers, or Xylem River Level instrumentation or equivalent.
• Field experience in installation, planning, contractor management and commissioning of FWN or hydrographic network projects.

Desirable qualifications & experience

• Formal certification or recognition with the Australian Hydrographers Association.
• Completion of or currently enrolled in NWPSS00013 Hydrometric Monitoring Basics or NWP50118 Diploma of Water Industry Operations (Hydrometric Operations).

The selection process will establish a merit pool that may be used to fill similar positions within 18 months.
